Nanhai Rescue Bureau of the Ministry of Transport of PRC(hereinafter called “NRB”), one of the national professional maritime rescueorganizations which is subordinate to the Ministry of Transport, wasestablished on June 28, 2003. Under the jurisdiction of the Rescue &Salvage Bureau of the Ministry of Transport (hereinafter called “CRS”), theorganization’s main duty is to execute the principles, policies, laws andregulations concerning maritime rescue of the Ministry of Transport; toundertake life rescue for vessels and maritime facilities in the South ChinaSea, as well as  life saving for domestic and foreign aero crafts andother objects in distress ; to undertake maritime fire fighting purposed forlife saving; to undertake rescue of vessels, maritime facilities and otherproperties at sea directly purposed for life saving; to undertake specialpolitical and military tasks and disaster relief  instructed by thegovernment; to perform obligations under concerned International Conventionsand Bilateral Maritime Agreements. NRB’s headquarters is located at No. 42,West Binjiang Road of Guangzhou City, Guangdong Province. The organizationgoverns 11 sub-units including Nanhai First Rescue Flying Service of MOT,Rescue Fleet,Rescue logistics Center and 7 rescue bases located in the coastal cities such asShantou, Guangzhou, Shenzhen, Zhanjiang, Baihai, Haikou, Sanya in the Provincesof Guangdong, Guangxi and Hainan. Presently we have 921 in-position staff andworkers, and have 33 rescue vessels, including one 14000Kw tug,one 12000Kw tug,seven8000Kw tugs, one 6000Kw tug,four catamaran high-speed rescue boat, and 22 rescue boats of other types. According to the latest deployment of CRS,these vessels are arranged at itinerant positions to carry standby watch forthe sensitive waters including the Pearl River Estuary, Qiongzhou Strait, andXisha Island. There are also three S-76D and two EC225 rescue helicoptersdeployed at on-duty locations in Zhuhai,  Sanya respectively. An air-seajoint rescue system is therefore established.
Ever since the establishment, NRB has made allefforts to build our professional maritime rescue force with Capable People,Excellent Equipment, Consummate Technology, so as to Playing Key Roles atCrucial Moments. CRS’s spirit of “to give the surviving hope to others and totake the death risk ourselves” is thus developed. Because of the positiveachievements in life saving，rescue of maritime properties, protection of environment,emergency salvage of vessels in distress, as well as other contingent actionsin natural disasters,  NRB was highly approved by governments of alllevels and widely appreciated by the society.
From the establishment to August21,2018, NRB hassuccessfully rescued1168 vessels in distress (includin132 foreign vessels), andhas saved 17610 people (including 1665 foreigners) and properties valued 399 billion Yuan. We have therefore made due contribution to ensure maritime safetyfor the people and properties, and to perform obligations under relatedinternational conventions.
