Nanhai Rescue Bureau of the Ministry of Transport of PRC(hereinafter called “NRB”) is a professional rescue department of China, which is located at No. 42,West Binjiang Road of Guangzhou City, Guangdong Province. NRB has 10 secondary units including Nanhai First Rescue Flying Service of MOT, Rescue Fleet, Rescue logistics Center, Shantou rescue base, Shenzhen rescue base, Guangzhou rescue base(Emergency rescue team), Zhanjiang rescue base, Baihai rescue base, Haikou rescue base and Sanya rescue base(Salvage and Rescue training centre). The main responsibilities include:
（1）To execute the principles, policies, laws and regulations relating to maritime rescue of the Ministry of Transport;
（2）To carry out life-saving missions on Chinese Waters and relevant waters; and salvage of property and environment as related to vessels and aircrafts, domestic or foreign, and marine structures or facilities, whose main purpose is life-saving;
（3）To carry out special political, military emergency response missions and disaster relief missions assigned by the Chinese government and related missions of combat readiness of national defense transportation;
（4）To carry out ocean and deep-water emergency rescue missions assigned by the Chinese government; and protect maritime strategic channel and keep safety of the strategic material transportation;
（5）To fulfill on behalf of the Chinese government state obligations under relevant international conventions and bilateral maritime agreements;
（6）Deployment and dispatch of maritime rescue resources in her own responsibility area, including professional rescue vessels and aircrafts; the coordination, command and control of professional rescue forces’ operations and coordination of the salvage forces; and responsible for the cooperation with the salvage forces;
（7）To control rescue air-craft in her own responsibility area, and organize coastal aircruise & rescue cooperation;
（8）To undertake works on rescue, capital construction, fixed assets, financial audit, cadre personnel, labor salary, scientific and technical information, safety management and so on; and to undertake works on party building, construction of a clean and honest administration, spiritual civilization, construction of staff team and mass organization;
（9）Other responsibilities authorized by the higher authorities.
  Rescue command duty office of the NRB and duty office of the rescue bases are 7*24 hours on duty, and undertake works on receiving distress information, commanding rescue forces to execute maritime life-saving and emergency operations.
